The mission of the Mt. Carmel Redevelopment Corporation is to improve the quality of life for residents of northeast urban Wyandotte County, Kansas through community revitalization and economic development.
Mt. Carmel Redevelopment Corp. envisions revitalized neighborhoods with quality, affordable housing, access to basic human services and sustained economic development.
Executive Director
Pamela S. Smart was appointed to the position of Executive Director for the Mt. Carmel Redevelopment Corporation (MCRC) on July 30, 2010. Employed with the company since 2001, she has gained tremendous experience and knowledge. Previous positions held by Mrs. Smart include: Deputy Director, Director of Re-development, Development Specialist, and Facilities Manager. 
Pamela holds a Master of Science Degree in Engineering Management from the University of Kansas. She has professional training in Civil Leadership and holds nationally recognized certifications in Housing Development Finance and Economic Development Finance.
Prior to coming to MCRC, Pamela was employed by the Kansas City, Kansas Board of Public Utilities as an Associate Engineer and Engineer’s Draftsman for thirteen years in the Water Department.
Pamela is a graduate of Sumner Academy of Arts and Sciences. She has earned a Bachelor of Science degree in Architectural Engineering and a Master of Science Degree in Engineering Management.
Pamela is also employed by the University of Kansas Medical School / Urban Academy where she serves as a part-time Faculty Member teaching math to participating middle school students in Wyandotte County.
Her community involvement includes the Board of Public Utilities Employee Council, American Water Works Association and the National Society of Black Engineers. Pamela has accepted a position on the Supplier Diversity Ordinance Board that is being developed by the Mayor of Kansas City, Kansas, Mr. Joe Reardon. In addition, she serves on the Parent Council Committee for F.L. Schlagle High School. Pamela S. Smart succeeds founder Ervin Sims, Jr. in this leadership role.
She is responsible for budgetary, administration, development and growth.
